Jonathan joined the College Governing Body in June 2026.

Jonathan is a full-time Tribunal Judge in Manchester, with a 20-year judicial career covering property disputes, employment, charity and mental health.

Before becoming a judge, Jonathan held senior legal and policy roles within central government and the disability rights sector. He was Head of Legal Policy and Strategic Enforcement at the Disability Rights Commission, where he led the Commission’s work on formal investigations, and contributed to the development of policy and guidance aimed at advancing equality for disabled people.

Jonathan has cerebral palsy, and his own education began in a special school in Greater Manchester. That lived experience has given him a long‑standing personal commitment to inclusion, accessibility and safeguarding, and shapes how he approaches governance, accountability and decision‑making.

He brings to Seashell a strong belief in ambitious, dignity‑led education for children and young people with complex needs.
